"Mr. Salty" Makes His Debut
Mr. Salty made his debut at the Central Valley Regional Water Board offices on Sun Center Drive in Rancho Cordova last Thursday. He is being used to educate the Board and others as to the inconsistencies in State law which allow salt to be used by citizens then penalizes cities for having the same salt in their waste streams. The sign posted with Mr. Salty says: “Hi! I’m Mr. Salty. I’m an existing salt-discharging water softener. The State protects old stinkers like me. The State lets me pollute sewers with salt and YOUR STUPID CITIES CAN’T STOP ME!!!! In return the bankrupt State gets to “shake” down cities with fines ($$$$$) because of my salt. WHAT A SWEET RACKET!” The City of Dixon has been under a “Cease and Desist Order’ from the Regional Water Quality Control Board to reduce saline in the wastewater from the city’s sewer plant. The Board has demanded the city spend an estimated $20 million plus to pipe the water 8 miles south to an area with saltier groundwater. To fund the upgrades, the City Council imposed a tripling of sewer rates. But that was over-turned by a two to one margin in a referendum. The city then established a Wastewater Committee to thoroughly review the issue and make recommendations. In March, the Regional Water Quality Board imposed at $220,000 fine on the city for not complying with the Cease and Desist Order. Studies have shown that eliminating salt based water softeners would reduce the salinity of Dixon’s wastewater to within acceptable saline limits. Mr. Salty is the brain-child of members of the Dixon Chapter of the Solano County Taxpayers Association. Expect to see Mr. Salty around Dixon when he is not lobbying in Sacramento for the benefit of Dixon’s citizens. RECENT EDITIONS IN PDF FORMAT May 7, 2008 (Vol 16 #19) - May Fair Issue
