Planning Commissioners Approve Residential Care Facility, Sign Maintenance, Model Homes

At May’s meeting, the commissioners unanimously approved a Request for Conditional Use Permit and Design Review to allow for a residential care facility to be built. The property is located on an empty lot on North Lincoln Street near the northwest corner of North First Street. This was to allow the scope of operations which includes allowing for the care and limited medical services that are otherwise needed in the operation of such a facility.
Six model homes were also approved for Homestead Village 3B, the new development between Lincoln and Pitt School Roads passed Hillview Drive. There will be three designs to choose from, representing 88 lots altogether. This area is zoned low density residential. Commissioners made amendments to have more streetscape variety and less repetition and other minor details. The information was presented by Scott Greeley, Associate Planner, who also answered Commissioner’s questions.
At that same meeting, commissioners also required that all signs and appurtenant structures be maintained in good condition. In the Dixon City Code, the rules pertain to the placement, sizing, and display of signs in the City’s various zoning districts. The new ordinance established a general prohibition against dilapidated signs in all zoning districts. Dilapidated signs are signs which are, for example, in disrepair, defaced, worn, damaged, malfunctioning, deteriorated (such as peeling paint), or unsafe.
Citations and fines would incur if not fixed by the owners after 60 days’ notice. The source for this is Chapters 18.24, Signs, of Title 18, Zoning, and Chapter 9.0 Public Nuisances, of Title 9, Health and Safety in the Dixon Municipal City Code.
Another big item was a detailed Planning Commission Memo in regard to Hamid Foolad, EZ Auto Sales owner who has requested to build on the lot adjacent to Tractor Supply. Foolad owns a used car sales lot currently on Adams Street but wants to build a new building on a lot near Tractor Supply on the corner of Vaughn Road and North First Street. There will be office space he plans to make available for other tenants.
Those details include how many vehicles can be placed at the front of the space and how many at the back; that they must be clean, washed, in working order and fully operational; that there be certain painting, trees, and lighting, etc. and that “the property shall be kept clean and maintained at all times.”
The Commissioners had lengthy discussion at the June 9 meeting that will be covered in the next edition.
The City Planning Commission meets on the second Tuesday of each month at 7 pm normally at City Hall, 600 East A Street in the Council Chambers. Due to the pandemic, they have been meeting via Zoom.us online. Commissioners are Jack Caldwell, Randy Davis, Baudelio Diaz, Don Hendershot, Kristina Jardis, Joe Quinn, and Chair Kevin Johnson.
