City Council Extends Parkway Project Contract

DIXON, CA (MPG) - Dixon City Council met at 7 p.m. Dec. 2 for its regular meeting, moving through a full agenda that included adoption of several resolutions, contract approvals and a public hearing on updates to local building standards.
The meeting opened with the call to order, Pledge of Allegiance and roll call. No conflicts of interest were reported, and the agenda was approved without amendment. There were no presentations, proclamations or recognitions. Public comment was held for non-agenda items, followed by brief items from council members.
The council approved the consent calendar in a single motion. Items included approval of minutes from the Nov. 18 meeting and adoption of the enumeration of claims. Several contract-related actions were authorized, including a Professional Services Agreement with DKS Associates for California Environmental Quality Act Vehicle Miles Traveled and Traffic Impact Analysis review for the proposed Independence East residential project. The agreement is not to exceed $17,555 and includes a budget amendment with no net fiscal impact.
The council also approved the purchase of large and small oxidation ditch mixer assemblies, a wall pump assembly and rebuilding kits for the Wastewater Treatment Facility from Wilo USA, LLC, in an amount not to exceed $100,000. Another action authorized a two-year, no-cost extension of the city’s contract with TY Lin International for continued design and project support on the Parkway Boulevard Grade Separation project, extending the agreement to Dec. 31, 2027.
A task order with Sousa Land Surveys was approved for $1,910 for map review associated with the Independence East tentative map, along with budget amendments carrying no net fiscal impact. The council also adopted a resolution approving the Temporary/Seasonal Compensation Plan and Salary Schedule covering Jan. 1, 2026, through June 30, 2028, along with a budget amendment to implement the changes.
One public hearing was held during which the council voted to waive the second reading and adopt an ordinance updating local building regulations. The ordinance incorporates by reference the 2025 California Building Standards Code with local amendments, adds Chapter 16.20 establishing a Wildland-Urban Interface Code, and amends Chapter 16.13 concerning Dixon’s Emergency Hazard and Placard System. Additional amendments to sections of Title 16 related to building and construction were also adopted. The item was presented by Chief Building Official Larry Paisley and Acting Fire Chief Randy Shafer.
Informational updates included upcoming meetings, with sessions scheduled for the Planning Commission, Vacaville-Dixon Greenbelt Authority and City Council later in December. The Transportation Advisory Commission meeting set for Dec. 17 was noted as cancelled, and the Parks and Recreation Commission will meet Dec. 23.
City staff announced new City Hall hours beginning Dec. 15. The building will operate Monday through Thursday from 8:30 a.m. to 5:30 p.m., and every other Friday from 9 a.m. to 5:30 p.m. City Hall will close Dec. 24 through Jan. 1 for the holidays.
