New Labor Agreement Supports Officers

SOLANO COUNTY, CA (MPG) - At their Jan. 13 meeting, the Solano County Board of Supervisors approved a new labor agreement with the Solano County Sheriff’s Custody Association, representing Correctional Officers in Bargaining Unit 13. The successor Memorandum of Understanding (MOU) will be effective from Jan. 13, 2026, through Oct. 28, 2028.
“Correctional officers are the backbone of safe and smoothly run detention facilities,” said Ian M. Goldberg, Solano County administrator. “This agreement supports them, strengthens our partnership, and helps ensure both our workforce and our community remain safe for the long term.”
The three-year agreement provides Correctional Officers in Unit 13 with predictable wage growth and continued access to affordable benefits. Employees will receive base wage increases of three percent in Fiscal Year (FY) 2025/26, two percent in FY2026/27, and one percent in FY2027/28, along with a parity provision to help ensure pay remains competitive with increases to other bargaining units. The agreement increases the County’s health insurance contribution.
In addition to wages and benefits, the agreement also enhances compensation for the demanding nature of correctional work and modernizes workplace policies. Standby pay, Jail Training Officer differential pay, and the uniform and safety equipment allowance are increased, while leave provisions, bilingual pay, tuition reimbursement, and reclassification language are updated to support employees. The agreement includes continued collaboration on workplace issues, a third-year wage reopener provision, and a cash payment in two fiscal years.
The total overall value of the three-year agreement for Bargaining Unit 13 is approximately $6,175,688, reflecting the county’s investment in wages, benefits and enhanced workplace provisions through October 2028. During negotiations, the county received 17 proposals from the Unit 13 bargaining team, and county and union representatives met 14 times to reach a mutually acceptable agreement.
Negotiations began in September 2025 and were conducted in good faith with a shared focus on maintaining public safety, supporting correctional staff, and ensuring fiscal responsibility for Solano County. To date, Units 12, 13, 15, 17, 18, and unrepresented employees have ratified agreements with the County.
Bargaining Unit 13 represents Correctional Officers who work within Solano County’s jail and custody operations. These officers play a critical role in maintaining safety and security in County detention facilities, supporting rehabilitation and compliance, and ensuring the continuity of essential public safety services for residents and staff.
