Council Hears Update on Parkway Boulevard Overcrossing

DIXON, CA (MPG) – At the May 19 meeting of the Dixon City Council, they held a second discussion on an amendment to The Campus Project’s well installation timeline, as requested by the developer Dixon Venture, LLC.
Community Development Director Raffi Boloyan said the amendment to the development agreement would allow up to 400 homes to be built before completion of the well. But significant development milestones would still need to be met as the well construction progresses, and the developer would be required to meet strict deadlines.
A full report and discussion were held at the last meeting, with council voting 3-0 to approve the amendment. Councilmember Thom Bogue was absent last time, and he asked for clarification on why the developer is asking for delay allowances ahead of time.
City Attorney Douglas White explained that the city water supply has the capacity to take on an additional 400 homes now that the new Homestead well is online. This flexibility allows the developer to continue building some homes while addressing any possible delays in the well installation.
Bogue suggested that the developers would use the amendment to halt all progress on the well until after the 400 homes had been completed. But staff clarified that the developer would have to show they are moving forward with the well and meeting the required milestones.
Vice Mayor Jim Ernest understood the concern, but he pointed out that new state mandates for acceptable contaminant levels of Chrome VI could cause delays, and the developer is currently working to ensure compliance.
Councilmember Kevin Johnson said he was initially concerned as well, but there are strict timelines for the well, and this amendment ensures that new homes are built, which are needed in the city.
The council voted 4-0 to approve the amendment, with Mayor Steven Bird absent.
The council heard an update on the Parkway Boulevard Overcrossing, which will create an east-west connection from Parkway Boulevard to Pitt School Road over the railroad tracks.
The railroad bisects the community, with multiple trains going through at high rates of speed every day. This causes safety hazards and inconveniences to residents, in addition to impacting emergency vehicle access and response times.

The bridge will feature four vehicle travel lanes, one pedestrian sidewalk and two bike lanes. Art-deco-style monuments will sit at all four corners, and those facing traffic will feature the Dixon city logo.
The city was awarded $25.2 million in federal funding toward the project in 2025, and this year the permitting, design and environmental reviews were completed. The city selected WSP as the construction management team, and the bidding process to select a contractor will begin soon. They expect to break ground on actual construction at the end of this year.
This was an informational item, and no council action was required.
Finance Director Kate Zawadzki requested approval to forward business license delinquencies to a collection agency — a process that is conducted on an annual basis.
Business license renewals begin in November and are due by the end of the year. In January, the city begins sending monthly delinquent notices, in addition to phone calls. This year, they started with 185 delinquent renewals, but many had gone out of business and were not renewed. The final list for collection was 32 delinquencies.
The council voted 4-0 to send forward the accounts to collection.
The next meeting of the Dixon City Council is scheduled for June 2.
