CAP Solano JPA Appoints Stephanie Weaver as Executive Director

SOLANO COUNTY, CA (MPG) – The Community Action Partnership of Solano Joint Powers Authority (CAP Solano JPA) has appointed Stephanie Weaver as executive director of CAP Solano JPA, selecting an accomplished public-sector executive with extensive experience leading complex government organizations, administering large-scale public programs, and advancing collaborative solutions to improve the lives of vulnerable populations.

As executive director, Weaver will lead the regional agency responsible for coordinating homelessness response efforts throughout Solano County. She will oversee implementation of the JPA Board's strategic priorities, administration of state and federal grant funding, organizational operations, fiscal management, contract administration, and regional partnerships that strengthen housing stability and expand services for individuals and families experiencing homelessness. Working closely with Solano County, its seven cities, Housing First Solano, nonprofit organizations and community stakeholders, Weaver will help advance a coordinated regional approach to addressing homelessness and improve outcomes across the County.

Weaver will begin her new role July 20, succeeding Interim Executive Director Michael Wilson, who is retiring after more than 17 years of public service. Wilson has served as interim executive director since March 2026 after joining CAP Solano JPA as project manager in 2024. Before joining CAP Solano JPA, he served four years on the Vallejo City Council and spent 12 years as district representative to Solano County District 1 Supervisor Erin Hannigan.

“Weaver brings an exceptional combination of executive leadership, strategic vision and collaborative partnership-building that will greatly benefit CAP Solano JPA and the communities it serves,” said Megan Richards, principal management analyst in the Solano County Administrator's Office, who provides staff support to the CAP Solano JPA. “Her experience leading complex public organizations, managing large-scale programs and building strong relationships across government and community partners makes her exceptionally well-suited to advance the JPA Board's vision. We are excited to welcome Weaver and look forward to the leadership she will bring as CAP Solano JPA continues its important work addressing homelessness throughout Solano County.”

Weaver joins CAP Solano JPA following a distinguished career spanning federal and state government, nonprofit leadership and military service. Most recently, she served as administrator of the Veterans Home of California, West Los Angeles, where she directed 24-hour operations for one of California's largest veteran’s homes, overseeing approximately 600 employees, strategic planning, emergency preparedness, contract administration and an annual operating budget of approximately $100 million. She previously served as deputy administrator of the Veterans Home of California, Yountville, helping lead one of the nation's largest veterans care campuses and managing a budget exceeding $130 million.

Earlier in her career, Weaver held senior leadership roles with the U.S. Department of Health and Human Services' Substance Abuse and Mental Health Services Administration (SAMHSA), where she oversaw national behavioral health initiatives and multi-billion-dollar grant programs supporting veterans, service members and their families. She also served as senior director for SAFE Project, leading national efforts to prevent substance use disorder and expand treatment and recovery services. A retired U.S. Army veteran with more than 22 years of military service, Weaver holds a Master of Public Administration from the University of Baltimore and a bachelor’s degree in business management from the University of Phoenix.
